Sudan Rejects NGO Registration with RSF’s Alleged Entity, Informs UN

Khartoum: The Ministry of Foreign Affairs and International Cooperation of Sudan summoned the Resident and Humanitarian Coordinator and representatives of United Nations agencies accredited to the country on Wednesday. The purpose was to communicate the government's position on a recent decision made by the political arm of the rebel Rapid Support Forces (RSF) militia, known as 'Ta'asis.' The RSF's decision, issued through the 'National Humanitarian Access Authority,' aimed to enforce new registration and operational protocols for foreign and national organizations within Sudan. According to Sudan News Agency, the RSF's decision required all organizations to register with the alleged entity and obtain accreditation certificates within 30 days. Furthermore, foreign organizations were asked to sign technical agreements and establish affiliated offices within 45 days. The Sudanese government firmly rejected these requirements, emphasizing that complying with the so-called 'National Humanitarian Access Authority ' would mean supporting entities parallel to legitimate state institutions. The government stated that these actions violate Sudan's sovereignty and contradict the United Nations Security Council resolution from August 2025. This resolution rejected the establishment of parallel authorities in Sudan, warning that unilateral actions could threaten Sudan's unity, territorial integrity, and regional stability. The Sudanese government urged international and regional organizations to respect Sudan's sovereignty and adhere to international humanitarian principles, such as neutrality and impartiality. It reminded these organizations of the United Nations General Assembly Resolution 46/182 from December 1991, which requires humanitarian assistance to align with humanitarian principles and the affected country's consent. Additionally, the government referenced the United Nations General Assembly Resolution 58/114 from December 2003, which emphasizes the coordination of United Nations emergency humanitarian assista nce. During the meeting, Sudan affirmed its commitment to safeguarding state sovereignty and expressed gratitude for its international humanitarian partners. It reassured its dedication to cooperate with all United Nations agencies, facilitating the delivery of humanitarian assistance across Sudan without exception.
