Beirut: Prime Minister, Nawaf Salam, on Friday welcomed MP Halima Kaakour, during which Kaakour announced the launch of a reform initiative aimed at embedding monitoring, evaluation, and Key Performance Indicators (KPIs) at the core of Lebanon's public administration.
According to National News Agency - Lebanon, Kaakour said the initiative seeks to strengthen accountability, rationalize public spending, and link government policies and programs to measurable and verifiable results. She stressed that Lebanon's crisis is not only one of resources or legislation, but also of weak follow-up and accountability, with public funds often spent without measurable policies or outcomes.
Kaakour further explained that the initiative is the result of broad participatory work involving key oversight and administrative bodies, including the Court of Audit, Central Inspection, the Office of the Minister of State for Administrative Reform, and the Prime Minister's Office, with research support from Triangle and partnerships with Saint Joseph University, UN Women, and UNICEF.
Moreover, Kaakour announced two parallel tracks: a draft law to amend the legal framework, particularly the Court of Audit law, to mandate performance evaluation, and an executive decision to immediately activate a national coordination mechanism within the executive branch.
The lawmaker also described the initiative as a structural reform project aimed at rebuilding trust in state institutions and reaffirmed that accountability for results is essential to restoring the state.
In a separate meeting, Prime Minister Salam also received the Telecommunications Regulatory Authority, headed by Jenny Gemayel, which briefed him on the authority's ongoing work.
