Jeddah: The 15th General Assembly of the Arab Organization of Supreme Audit Institutions (ARABOSAI) concluded today in Jeddah. The meetings, hosted by the Kingdom and represented by the General Court of Audit (GCA), were held from November 30 to December 4, 2025, with the participation of heads of supreme audit institutions from 22 Arab countries, members of delegations, and representatives of relevant regional and international organizations.
According to Saudi Press Agency, the assembly resulted in several decisions and recommendations aimed at enhancing operational efficiency, advancing governance practices within member SAIs, and strengthening joint efforts in institutional capacity building. These outcomes contribute to improving performance quality and the effectiveness of audits across the region. Among the key decisions was the announcement of the start of Saudi Arabia’s second term, represented by GCA, as Chair of the Governing Board and the continuation of its hosting duties for all organizational
meetings until 2028.
The general assembly was accompanied by the 69th and 70th meetings of the governing board, which reviewed progress on the organization’s strategic plan and discussed reports submitted by its committees. Several decisions were adopted to support the work of the main and subcommittees. A technical symposium was also held, featuring experts and specialists from Arab SAIs.
The symposium focused on best practices, practical experiences, and strategic approaches in institutional capacity building. It concluded with recommendations supporting Arab SAIs in enhancing staff capabilities and maximizing the impact of available training programs.
On the sidelines of the meetings, President of GCA Dr. Hussam Alangari presented the Peer Review Report to Chairman of the Chamber of Accounts of Azerbaijan Vugar Gulmammadov. The report outlined the audit carried out by GCA to assess the Azerbaijani Chamber of Accounts’ compliance with international standards issued by the International Organization of Su
preme Audit Institutions (INTOSAI), in accordance with the Peer Review Guidelines (GUID 1900). This effort is part of a series of peer review assignments implemented by the GCA with peer SAIs.
At the conclusion of the assembly, 20 auditors representing the first cohort of the Certified Arab Auditor Fellowship Program graduated. The program, implemented by the Saudi Center for Financial and Performance Auditing at GCA, is one of GCA’s flagship initiatives for ARABOSAI. It aims to enhance professional capabilities and develop competencies in accounting and auditing across Arab countries.
To strengthen cooperation, Dr. Alangari held meetings with several heads of peer SAIs from brotherly and friendly nations. These discussions explored avenues for cooperation and the exchange of expertise and knowledge in areas of shared interest.
