Riyadh Infrastructure Projects Center Announces Implementation of New Infrastructure Projects Code in 15 Days

Riyadh: The Riyadh Infrastructure Projects Center has announced that the Infrastructure Projects Code will come into force in 15 days, on August 7, 2025. The code will apply across the entire Riyadh Region, covering an area of approximately 400,000 square kilometres, including the capital city and 22 surrounding governorates, along with their villages and the network of connecting roads.



According to Saudi Press Agency, the code encompasses various types of roads-highways, arterial, collector, and local roads-and provides detailed guidelines for managing works in sensitive areas and underground utilities. It aims to enhance the safety of residents and workers while minimizing disruptions and conflicts between projects.



The regulation covers eight stages of the infrastructure project lifecycle, starting from strategic definition, through design and execution, and concluding with operation and maintenance. This ensures a comprehensive lifecycle approach for each project.



The code is built on six fundamental guiding principles: safety and oversight, efficiency and continuous improvement, communication and engagement, leveraging technology and data, environmental sustainability, and community consideration with site accessibility.



It includes an integrated system of performance indicators to measure execution quality and site safety. These indicators cover areas such as the percentage of projects with zero injuries, the number of environmental or community complaints, adherence to licensing and delivery schedules, use of local and sustainable materials, and stakeholder satisfaction levels.



Additionally, the code introduces a comprehensive classification of violations, addressing aspects related to safety, cleanliness, licensing compliance, road quality, site management, signage and information, environmental impact, and the effect of projects on communities and site accessibility.



Serving as a unified reference, the code targets all stakeholders involved in infrastructure projects, including government agencies, utility providers, contractors, consultants, and laboratories. Its aim is to strengthen coordination and integration among these parties through standardized practices that enhance the quality and safety of infrastructure works.



The Riyadh Infrastructure Projects Center is the official entity responsible for regulating and supervising infrastructure projects within the Riyadh region, issuing regulatory frameworks, and collaborating with stakeholders to advance projects that improve quality of life, enhance the urban landscape, and contribute to spending efficiency.
