RIPC Launches ‘Osoul’ Program, Announces Nine Transformational Initiatives to Regulate Riyadh’s Infrastructure Sector

Riyadh: The Riyadh Infrastructure Projects Center (RIPC) launched the "Osoul" program, a transformational initiative to develop Riyadh Region's infrastructure ecosystem. The program includes nine initiatives covering regulatory, technical, and technological aspects, driven by rapid growth in the infrastructure sector, which recorded a 29% increase in 2025.

According to Saudi Press Agency, the "Osoul" program comprises nine integrated initiatives aimed at regulating the sector and increasing efficiency: Readiness of Residential Plans, Sector Regulatory Framework, Technical Accreditation for Contractors, Geospatial Asset Verification, Satellite Surveying for Compliance, Excavation-Free Neighborhoods, Technical Terminology Guide, Automation of Infrastructure Incident Procedures, and Reduction of Environmental Pollution from Project Works. These initiatives aim to enhance implementation quality, improve data reliability, and streamline coordination among stakeholders.

RIPC stated that the "Osoul" program aligns with its goals to govern infrastructure project execution, improve planning and implementation efficiency, and enhance coordination between government and service entities. It also aims to reduce excavation recurrence, prevent duplication of work, and achieve spending efficiency, contributing to a sustainable infrastructure ecosystem that supports economic growth and improves the quality of life in Riyadh.

The center also noted that its recent efforts have led to significant achievements, most notably the launch of the Comprehensive Detailed Plan for Infrastructure Projects. This resulted in project alignment and reduced conflicts, helping decrease infrastructure execution time from 34 days to 26 days in 2025. Additionally, the center has governed re-asphalting works, automated licensing, and enhanced field inspections to increase transparency, improve compliance, and elevate the urban landscape and experience for Riyadh's residents and visitors.
