Kuwait Amir congratulates new NATO chief

His Highness the Amir Sheikh Meshal Al-Ahmad Al-Jaber Al-Sabah on Tuesday sent a cable to NATO's new Secretary-General Mark Rutte, congratulating him on assuming his post.
