Cabinet passes federal draft law on compulsory education

Al Ain: Education is right to every child in the UAE and its dissemination and development is a national developmental priority, a universal human principle and a basic universal human rights, Vice President and Prime Minister of the UAE and Ruler of Dubai His Highness Sheikh Mohammed bin Rashid Al Maktoum affirmed today at a cabinet meeting.

The meeting, which held at Zayed Corner, UAE University library, passed a motion for issuing a federal draft law on compulsory education which replaces the operating law. Amendments will be introduced in terms of compulsory educational levels, age of compulsory learning, and mechanisms for enforcing the legislation and appropriate penalties.

”Our gathering today at one of the country’s prominent educational institutions is a fitting occasion to approve promulgation of such a law, which guarantees right and access of all children to proper education, preparing them for life, and qualifying them to contribute to their community, cultivate their morals and hone their mental ability and talents, Sheikh Mohammed said.

Under the new bill, education is right to every citizen and the State undertakes to provide it free of charge in government schools and institutes to those who completed six years up to the end of education or 18 years whatever comes first. The previous law made education a must in the elementary level only.

The proposed law compels the guardian to continuously follow up his child’s learning path in consistence with calendars set by the ministry of education otherwise he shall face a fine of AED 10,000.Failing to do so, he shall face a court of law.

During the session, the cabinet also approved issuance of a federal draft law on Plant Genetic Resources for Food and Agriculture.

The bill aims at guaranteeing food security through the conservation, exchange and sustainable use of the plant genetic resources for food and agriculture, as well as the fair and equitable benefit sharing arising from its use. It will also classify and document plant genetic resources for food and agriculture in the UAE so as to achieve sustainable use towards food security.

The new law prohibits transportation of any plant genetic material abroad without a valid permission.

The cabinet agreed to establish an embassy in Guinea as part of the UAE’s keenness to boost relations of cooperation and friendship with the African country.

Air Service Agreements the UAE signed with Finland and Comoros were also approved.
