Sharm el-sheikh: The 25th Session of the General Assembly of the International Organization of Supreme Audit Institutions (INTOSAI) opened yesterday in Sharm El-Sheikh, Arab Republic of Egypt, with the participation of the Kingdom of Saudi Arabia as Second Vice-Chair of INTOSAI. The Kingdom is represented by a delegation headed by President of the General Court of Audit (GCA) Dr. Hussam Alangari, along with senior leadership and professional experts, among approximately 800 members and affiliates from more than 195 INTOSAI member countries.
According to Saudi Press Agency, on the first day, the General Assembly reviewed several key reports, including the report of the chair of the INTOSAI Governing Board and the report of the secretary general. Dr. Alangari presented a report on behalf of the Policy, Finance and Administration Committee (PFAC), which is chaired by GCA, highlighting the implementation of the INTOSAI Strategic Plan (2022-2025) and the achievement of all priority objectives on schedule. He commended the efforts of the chairs of the Goals Committees and the General Secretariat, reaffirming PFAC's commitment to supporting the INTOSAI community and to enhancing transparency and accountability in Supreme Audit Institutions (SAIs) worldwide.
Dr. Alangari also presented a report in his capacity as chair of the INTOSAI side in the INTOSAI-Donor Cooperation Steering Committee (IDSC), co-led by the World Bank on the donor side. The report highlighted the committee's achievements in supporting SAIs in several developing countries to strengthen global transparency efforts and emphasized the importance of maintaining successful partnerships and continuous collaboration between INTOSAI member SAIs and the donor community.
The General Assembly reviewed reports from committees overseeing INTOSAI's strategic goals, including the Professional Standards Committee (PSC), the Capacity Building Committee (CBC), and the Knowledge Sharing Committee (KSC), along with reports from INTOSAI's regional organizations, notably the Arab Organization of Supreme Audit Institutions (ARABOSAI), chaired by GCA.
Alongside the General Assembly, a Technical Symposium will be held today, with participation from GCA leadership and experts. Sessions will highlight the Kingdom's experience in financial, compliance, and performance auditing. In the first plenary session, Vice President of Financial and Compliance Audit Lama Alhammadi will speak on 'The Role of Supreme Audit Institutions in Auditing Central Banks and Government Activities during Economic Crises,' while in the second plenary session, Executive Director of Financial Audit and Compliance Ahmed Alqurashi will discuss 'The Use of Artificial Intelligence Tools in Auditing.'
Saudi Arabia is also participating with a dedicated booth at the exhibition held alongside the General Assembly, showcasing GCA's experience in employing advanced technologies and artificial intelligence tools in auditing through the Shamel Platform, as well as its efforts in professional capacity building and the development of auditing methodologies in line with the highest professional standards and international best practices.
INTOSAI's General Assembly is convened once every three years in the country holding the presidency. The Arab Republic of Egypt is hosting the 25th session (XXV INCOSAI), while the previous two sessions were hosted by the Federative Republic of Brazil and the Russian Federation. The current session continues until Friday, October 31, 2025, to discuss key agenda items and issue recommendations and decisions that support SAIs in enhancing transparency worldwide and foster cooperation and experience sharing among peer SAIs under the INTOSAI umbrella.
