Egyptian gov’t detects 4 egg brokers who made cartel agreement since 2020 causing colossal price hike

CAIRO – 31 July 2022: The Egyptian government has detected four prominent egg brokers for maintaining a horizontal cartel agreement since October 2020, causing a colossal spike in the prices of eggs, a main dish on Egyptian tables.

Over the past months, people in Egypt have been struggling with spike in prices of commodities amid disruption in global supply chains due to the crisis in Ukraine.

The prices of eggs, however, kept on soaring beyond expectations by more than 30 percent over the past weeks before starting to decline again this week.

In a statement, the Egyptian Competition Authority (ECA) said the four brokers have violated article six of the Law 5/2003 on protection of competition and the prevention of monopolistic practices by agreeing on prices of eggs in the market.

Examination and investigation procedures have proven that the aforementioned brokers agreed and coordinated on a daily basis to unify price trends from October 2020 to July 2022, the ECA said.

As per their agreement, price trends of eggs have reached the point of complete conformity in some periods, the ECA noted.

As per this activity, egg prices have soared in a way that burdens the Egyptian citizens given that eggs is a main dish throughout the year, the ECA added.

The authority warned that the crime of horizontal cartel agreement is one of the most serious crimes of competition.

This crime leads to the disruption of the free market mechanisms of supply and demand as each economic entity is supposed to take its decisions individually without being affected by other entities in line with the free-market economics principles, the ECA added.

People committing this type of crime seek to disrupt competition between them to ensure that profit margins are achieved at the expense of the citizen, the ECA said, explaining that citizens should benefit from the presence of competition in obtaining the best goods at the lowest prices.

For his part, Chairman of the ECA Mahmoud Momtaz confirmed that the authority is closely monitoring and conducting a real-time follow-up of the market for various types of eggs to confront any monopolistic practices that may harm citizens.

Controlling prices amid crisis

In June, Egypt’s President Abdel-Fattah El-Sisi affirmed that the state is exerting the maximum possible efforts to control the rising prices due to the global Ukraine crisis.

El-Sisi said development projects that the country has implemented has prevented a possibility of higher increase in prices over the past six months.

In remarks to the press following the inauguration of an integrated animal and dairy production complex in Menoufiya governorate, Sisi affirmed that the state is able to control prices of commodities until the end of the year amid the ongoing crisis.

He added that the state has reserves of strategic commodities that can cover citizens’ needs for the coming six months, including wheat thanks to the local quantities supplied by farmers during this season.

The government has earlier decided to postpone the planned hike in household power prices to ease the burden that people shoulder amid the crisis, especially low-income citizens.

Continuing subsidizing bread

Earlier this month, Minister of Supply and Internal Trade Ali Moselhi said the government will continue to subsidize bread in bakeries fueled by diesel amid rise in fuel prices.

This comes while the Egyptian government has set LE 90 billion in the budget of the new fiscal year, FY 2022/23, for food and bread subsidies.

Egypt has raised fuel prices starting this month by up to LE 0.5, which constitutes the country’s largest fuel price hike in years.

Egypt’s Prime Minister Mostafa Madbouli has affirmed Egypt’s keenness to continue subsidizing the bread system despite the crazy hike in global wheat prices.

He affirmed that the government still sells bread at 5 piastres although it costs the state 80 piastres currently, noting that citizens consume 100 billion loaves per year and 270 million bread loaves daily.

COP 27 Egyptian presidency, UN launch initiative to catalyze investments for climate projects

CAIRO – 31 July 2022: In light of its presidency of COP27 that will take place in Sharm El Sheikh next November, COP27 Egyptian presidency announced the launching of unprecedented initiative to enhance investments in different climate action sectors through putting climate projects, investors, companies, international financing entities, development banks and other stakeholders on one table with the aim of starting actual implementation of projects that help achieving climate action goals.

The Egyptian initiative includes holding five major regional roundtables. The first of them will take place on August 2-4 in the Ethiopian capital Addis Ababa, which is the home of the UN regional economic committee for Africa. The second will be in Bangkok, the home of the UN regional economic committee for Asia-Pacific, on August 25th. The third will convene in Santiago, home of the UN regional economic committee for LAC, on September 1-2. The fourth will be held in Beirut, home of ESCWA, on September 15th, while the fifth will be in Geneva, home of UN regional economic committee for Europe, on September 20th. The outcomes of the five meetings will be announced at COP27.

UN Climate Change High-Level Champion Mahmoud Mohieldin commented that the initiative aims to discuss investment opportunities in the sectors of food, water, irrigation systems development, increasing agricultural productivity, new and renewable sources of energy, relevant infrastructure, and digital transformation in those sectors, in a way that helps in implementing climate projects on the ground and, therefore, achieving climate goals and providing job opportunities in the countries of the five regions.

Mohieldin stated that the first roundtable will be entitled “Towards COP27: African Regional Forum on Climate Initiatives to Finance Climate Action and the SDGs.” It will have as high-level participants from Egypt the ministers of foreign affairs, environment, international cooperation, as well as EGX chief.

The forum includes many sessions that will discuss financial vehicles for just transition finance, upscaling investment in adaptation, green business matchmaking in Africa, and private sector networking for climate action.

The forum aims to catalyze climate finance and investment flows towards building climate resilience in Africa as well as fulfilling AU 2063 Agenda and 2030 SDGs. That is in addition to devising climate-oriented solutions that would earn Africa carbon credits, tackle key barriers precluding large scale debt swaps, enhance collaboration between public, private stakeholders and different countries to improve risk management.

Egypt’s president urges gov’t to study supply prices of crops for new season

CAIRO – 31 July 2022: Egypt’s President Abdel Fattah El Sisi has urged the government to study supply prices of agricultural crops for the new season, said Prime Minister Moustafa Madbouly on Sunday.

Madbouly made the remarks in a virtual meeting with Supply and Internal Trade Minister Ali Moselhi, Finance Minister Mohamed Maait, and Agriculture Minister El-Sayed El-Qusseir.

Sisi has ordered an expansion in agricultural contracts in a bid to encourage farmers to supply their crops to the government, Madbouly said.

A state vision should be outlined in the coming stage to better deal with strategic crops, the premier stressed.

The meeting focused on the need to have a defined mechanism to customize prices of crops, said Cabinet spokesman Nader Saad.

Work is underway to set indicative prices of some crops, Saad said, adding that Madbouli directed the ministers to act to quickly finalize the study and refer it to the Cabinet.

Earlier this month, Madbouli said Egypt has managed to collect 4 million tons of wheat from local farms, representing 80 percent of the targeted 5 to 5.5 million tons during this season.

He added in a press conference on 14 July that the government will announce a new program to encourage farmers to cultivate and supply wheat with better mechanisms.

The new program will focus on encourage young farmers to deliver wheat to the government, Madbouli said, noting that the majority of farmers tend to keep wheat for personal use or to provide it to the private sector.

The system applied during this wheat season has increased the price of wheat provided by farmers to the government to reach around LE 880 per ardeb on average after the additional incentives, Madbouli said.

Since the start of the Russia-Ukraine crisis, Egypt has focused on encouraging farmers to supply their wheat during the wheat supply season that has started in April.

Also, Egypt has worked on diversifying its wheat import sources as the country used to rely on Russia and Ukraine for around 80 percent of its imported wheat quantities, according to officials’ remarks.

Egypt releases development plan of Warraq Island to become ‘Horus City’

CAIRO – 31 July 2022: The State Information Service (SIS) released the plan set to develop Giza’s Al Warraq Island, spanning over 6,360 square kilometers, at a budget of LE17.5 billion.

The estimated annual income is LE 20.4 billion for 25 years, as the island, whose name will be changed to Horus City, will be divided into eight residential areas, and will also include commercial areas viewing the Nile River. That is in addition to two harbors and a central park.

On July 16, 2017, police stormed the island to remove encroachments on state-owned lands so clashes ensued with squatters. The clashes left at least 33 policemen wounded, the Ministry of Interior had said in a statement.

When security forces attempted to demolish illegal buildings, some of the squatters demonstrated in various areas and disrupted the operation by firing birdshots and throwing stones, the statement noted.

In a similar context, another area viewing the Nile River in Cairo and that was turned from a slum area into a tourist destination in Ain Al Sira. Ain Al Sira is located in Old Cairo neighborhood housing Amr Ibn Al As Mosque, the oldest in Egypt and Africa. That is in addition to a number of ancient churches like the Hanging Church, Mar Gerges, Abou Seifein, and the Virgin. The neighborhood is also home to a Jewish temple, Cairo Aqueduct (Sour Magra El Oyoun), and the National Museum of Egyptian Civilization.

The place also has a lake called Ein Al Yahat, whose shores can be invested in certain activities like restaurants designed to match the location. Ain Al Sira used to house leather tanneries, which were relocated to Robeiky Textile Complex.

The Ministry of Housing, Utilities, and Urban communities announced in June that the construction of flat-buildings at Old Cairo’s Ain Al Sira neighborhood, formerly known as the tanneries area, is completed.

The exterior of the buildings is finished by 95 percent. Yet, the finishing works of the interior have begun in tandem.

The neighborhood consists of 79 buildings having an Islamic architecture, and housing a total of 1,924 apartments. The surface area per unit is 150 square meters.

The total area of the neighborhood is 95 feddans (one feddan equals 4,500 square meters), and it will also be home to handicraft shops. That is given allocating 12.4 feddans to the establishment of a shopping/entertainment area.

Deputy Cairo Governor Ahmed Fouad stated in 2019 that 241 buildings in Ain Al Sira had been demolished and that 69 families had been relocated to the 6th of October City as there is a plan to turn the area into a tourist attraction.

The deputy governor added that 56 tombs had been bulldozed and owners were given alternatives in 15th of May City.

IMF expects Egypt to achieve 4th highest growth rate among global economies

The Egyptian Cabinet’s Media Center said on Sunday that the International Monetary Fund expects Egypt to achieve the fourth highest growth rate among the most important global economies for the year 2023, despite reducing the growth expectations of most global economies.

Its statement indicated that the Egyptian state was able, through implementation of the economic reform program and the application of balanced fiscal and monetary policies, to adapt to global challenges and crises and develop appropriate solutions to contain their negative repercussions and reduce their effects on the Egyptian economy.

Efforts to improve the work environment and investment are continuing to support the productive sectors, and expand social protection initiatives, the statement added.

Egypt has therefore become one of the countries able to achieve a strong growth rate at a time when global economic growth is slowing, reflected in the optimistic view of major international institutions for the Egyptian economy.

The statement noted that the IMF maintained its expectations for the growth of the Egyptian economy for the year 2021/2022, thus exceeding global growth averages with a growth rate of 5.9 percent in July 2022 expectations, which is the same as the fund’s expectations for the growth rate of the Egyptian economy during the month of April of the same year.

Continued growth in 2023

The report mentioned the IMF’s expectations for growth rates in 2023, anticipating Egypt would grow at a rate of 4.8 percent while India would register a growth rate of 6.1 percent, Pakistan 3.5 percent, and Iran two percent in 2022/2023.

The report monitored the fund’s expectations for the growth rates of the most important global economies during 2023, as it is expected to reach 5.2 percent in Indonesia, five percent in the Philippines, 4.7 percent in Malaysia, 4.6 percent in China, four percent in Thailand, 3.9 percent in Kazakhstan, and 3.7 percent in Saudi Arabia, 3.5 percent in Turkey, 3.2 percent in Nigeria, 3 percent in Argentina, 2.2 percent in Australia, and 2.1 percent in South Korea.

The report also touched on the most prominent comments of the IMF on the performance of the Egyptian economy since the beginning of the crisis and how to confront it.

The IMF confirmed in April 2022 that it had a very successful experience with Egypt.

Egypt’s steps forward

Egypt is now taking serious steps to support its financial stability and its continuation in implementing reforms, according to the IMF.

It also expected that unemployment rates would drop to 6.9 percent during 2022 and 2023 compared to 2021, during which unemployment rates reached 7.3 percent.

The reported added that in July the IMF team thanked the Egyptian state for their frank and constructive discussions, after the IMF team and the Egyptian authorities held fruitful discussions on the policies and economic reforms to be supported during the coming period.

The IMF emphasized that Egypt and the fund’s program had achieved the primary goal of maintaining the stability of the economy over the past years, explaining that moving forward there was a need to make decisive progress with deeper reforms to enhance private sector development and improve governance.

The Agriculture Export Council said on Sunday that Egypt’s exports of agricultural crops increased the September 2021 to June 2022 export season to reach $2.47 billion, compared to $ 2.217 billion during the same period for the 2020-2021 season, at a rate of 11.4 percent.

In its monthly report, the council indicated that the exported quantities decreased slightly by 0.4 percent during the 10 months of the current export season (2021-2022) to reach 3.957 million tons, compared to 3.974 million tons during the same period of the last season.

The report said that the Arab countries accounted for 36 percent of the value of Egypt’s exports of agricultural crops during the first 10 months of the 2021-2022 season by about $879 million, as well as 42 percent of the total volume of exports by about 1.651 million tons.

Successful international exports

The exported quantities of Egyptian agricultural crops to European countries outside the European Union amounted to about 1.061 million tons, at a value of $655 million, accounting for 27 percent of the total value of exports and 27 percent of the quantities.

The value of Egyptian agricultural crops exports to the European Union countries amounted to about $566 million through the export of 726,000 tons, accounting for 18 percent of the total exported quantities and 23 percent of the value of exports.

The value of agricultural crops exports to Asian countries amounted to about $299 million from September 2021 to June 2022 through the export of 439,000 tons, and for the Americas and Australia about 32,000 tons at a value of $38 million.

The report revealed that 1.622 million tons of citrus were exported during the aforementioned period, at a value of $ 805 million, with citrus exports accounting for 41 percent of the exported quantities of agricultural crops during the first 10 months of the export season 2021-2022 and 33 percent of the total value of the sector’s exports.

Fresh potato exports accounted for 21 percent of the total quantities of Egyptian agricultural crops exported by about 842,000 tons, and 14 percent of the total value of the sector’s exports by about $ 355 million.

The report indicated that the Russian Federation is the largest importer of Egyptian agricultural crops with about 785,000 tons, valued at $ 405 million, accounting for 20 percent of the total exported quantities and 16 percent of the value.

Saudi Arabia imported 15 percent of the total Egyptian agricultural crops exports during the first 10 months of the export season 2021-2022 by about 577,000 tons, as well as 12 percent of the value by about $ 285 million.

Agricultural crops exports to the UAE recorded about 277,000 tons, worth $ 115 million, to the Netherlands about 243,000 tons, worth $ 166 million, accounting for 6 percent of the exported quantities and 7 percent of the value.

Remittances of Egyptians abroad increase to US$ 29.1 billion in 11 months

Remittances of Egyptians working abroad from July 2021 to May 2022 reached about US$ 29.1 billion, an increase of 2.1 percent on an annual basis, compared to about $28.5 billion compared to July 2020 to May 2021.

For May 2022, remittances from Egyptians abroad recorded around $2.4 billion compared to $ 2.6 billion last year, the the Central Bank of Egypt said on Sunday.

Egyptian expatriates send back billions of dollars a year in remittances, an important source of hard currency.

The Suez Canal, remittances from Egyptians living abroad, and the tourism sector are the main sources of foreign currency coming into the country.

Egypt transfers its expertise in dam safety to African cadres

The Egyptian Irrigation and Water Resources Ministry organized multiple training courses at the Regional Training Center of the National Water Research Center, with the participation of trainees from the Nile Basin and African countries, as part of its role to build qualified African cadres in dam safety.

The courses aim to train researchers and specialists from the African continent in the fields of modern irrigation systems, water use efficiency, groundwater management, and the use of non-traditional water resources.

Egypt’s Minister of Irrigation and Water Resources, Mohamed Abdel-Aty, said that the training courses included the safety of dams, the design and optimal operation of water facilities, the assessment of the environmental impacts of water projects and the hydraulic engineering of river basins.

It also inolved the management of shared water basins, the development of water resources, hydroelectric power stations, geographic information systems, remote sensing, and other applied and research topics, as well as field and laboratory measurements.

The minister’s statements came on the sidelines of his meeting with the Undersecretary of the Ministry, Ragab Abdel Azim, and the head of the National Center for Water Research, Khaled Abdel Hai, to review the training activities offered by the ministry to trainees from the sisterly Arab and African countries.

He stressed that the priority of Egypt’s foreign policy is to support African countries, especially in the Nile Basin, through the transfer of Egyptian expertise in water resources management to raise the efficiency of use and achieve the common interests of African countries in the field of water.

The main objective of holding these training courses is to support the human capabilities of workers in Arab and African countries, allowing for the improvement of the process of managing water resources in these countries, and exchanging ideas among trainees from different countries.
